We are currently seeking experienced professionals in the following positions:


Environmental Inspector

Bowman Engineering & Consulting, Inc. is a transportation industry engineering, construction management and environmental consulting services firm. Our successful candidate will work out of our Houston project office.

This position is responsible for supporting a variety of projects in the region. Our successful candidate must have proven experience in highway construction project environmental compliance.

• Support implementation and compliance duties for a large scale highway construction environmental compliance program.
• Provide expertise/support for state and federal permitting including the development of NEPA CE, EA and EIS level documents.
• Assess contractor compliance with federal and state permits, including: USACE 404 Nationwide or Individual Permits, USFWS Section 7 endangered (T/E) species commitments, USEPA 401 Water Quality BMPs, TCEQ Construction General Permit and MS4 permit requirements, Migratory Bird Species Act and cultural resource protection/mitigation commitment requirements.
• Support hazardous materials assessment/due diligence efforts as needed to meet project needs.
• Coordinate permits, compliance, and mitigation with federal and state agencies as directed.
• Perform environmental regulatory compliance inspections or monitoring.
• Engage in public involvement/community outreach efforts as needed.
• Communicate with client, supervisors, and project team regarding any issues which are related to compliance, quality, or environmental health or safety.

• Bachelor’s/Master’s Degree in Environmental Science, Planning, or a related discipline.
• 5+ years of environmental experience related to linear projects, including highways.
• Knowledge of major state and federal statutes and implementing regulations, including CWA, CAA, NHPA, etc.
• Experience with at least three of the following:
• USACE 404 permits and wetland delineations;
• Habitat evaluations and Threatened/Endangered Species permitting in Texas;
• Experience with Migratory Bird Species Act compliance;
• Experience with NEPA environmental review process, EIS and EA level analyses and associated TxDOT processes;
• Experience with National Historic Preservation Act and Texas Antiquities Code regulated cultural resource actions.
• Experience with Stormwater Pollution Prevention Plans and TPDES permits.
• Strong technical writing, presentation and interpersonal communication skills.
• Strong organizational, analytical, and strategic thinking skills with attention to detail and quality of work.
• Strong team player.

• Experience with TxDOT EPIC process and Environmental SOPs highly desired.
• Ability to travel to support business needs.
