Bowman Engineering & Consulting, Inc. acquires Quadrant Consultants, Inc… makes strategic hire with Frank Benavidez, Vice President of Houston Operations

Civil engineering firm expands presence in Houston with acquisition and new hire, adds aviation services, bolsters environmental and planning services

(DALLAS – August 2020) – Bowman Engineering & Consulting, Inc., a Texas-based civil engineering and project management firm, has acquired Quadrant Consultants, Inc. of Houston, Texas. The employees of both organizations will remain with the company bringing the combined firm size to 34 professionals. Terms of the deal were not disclosed. In conjunction with the acquisition, Bowman Engineering hired industry leader Frank Benavidez, PE as Vice President of Houston Operations.

Acquisition expands footprint in Houston and strengthens service offerings

With clients throughout Texas, Bowman Engineering sought to acquire a firm in the Houston-Austin-San Antonio triangle to accelerate growth and better support its local staff and client base in the area. Quadrant Consultants – also known as Q Consultants – was founded as a civil engineering, environmental, planning and aviation services firm. In business since 1979, the firm has produced award-winning work in Houston, across Texas and for aviation centers throughout the United States.

Benavidez joins to lead Houston office and bring rapid transit expertise

“With our population growth in Texas, more and more communities are seeking bus and rail rapid transit options, so we recruited a strategic hire in Frank Benavidez to join our team and support our clients,” says Bowman. “He is a noted and respected leader in managing complex projects and multiple teams, so he was also the perfect choice to head up our Houston operations and integration of our Quadrant teammates.”

Benavidez brings more than 20 years of experience in transportation planning and development, with a strong emphasis on multimodal capital improvement projects from both the authority and firm sides. Most recently he served as Assistant Director of Planning, Safety, Security, and Training with Sun Metro in El Paso where he led the delivery of $138 million in transit projects over four years. Prior to that he served as Assistant General Manager for First Transit.

Benavidez spent the first half of his career in California as Vice President, Senior Engineer with KOA Corporation and as a Civil Engineer with the County of Los Angeles Department of Public Works. During that time, he developed and maintained the project delivery schedule, assisted in community outreach, and led the preparation of construction cost estimates to environmentally clear a transit rapidway project for LA Metro in Los Angeles, California.

He has extensive experience conducting studies and developing designs for pedestrian and bicycle facilities providing for safe and effective first- and last-mile connectivity to transit systems. Key projects include leading a feasibility study for a $400 million bike path for LA Metro, a pedestrian study and bikeway designs for Santa Monica, and engineering assessments for both the County and City of Los Angeles Bicycle Master Plans in California.

A frequent presenter at conferences on bus rapid transit and transit-oriented development, Benavidez holds engineering licenses in the states of Texas, California, and Colorado. He is a graduate of the University of Texas at El Paso (UTEP) with a degree in civil engineering.
